School Fee Reminder Letter Maker

For fee-paying public schools. Make a polite reminder, ready to print or copy for email.

What the law says about fee reminders

  • Explain the right to apply for exemption and supply the form. After one month in arrears, investigate eligibility before legal action and consider reasonable non-cash payment options.
  • Unpaid fees must not cost a learner their classes, school activities, admission or reports. Exempted amounts cannot be recovered.
  • This tool stops for no-fee schools. A 14-day reply date is a reminder choice, not authority to hand over an account.

  • Tell parents about fee exemption and how to apply. The principal supplies the application form; the parent applies in writing to the governing body chairperson. The prescribed acknowledgement must be completed, signed and kept.

  • When fees are one month or more in arrears, the governing body must investigate whether the parent qualifies for exemption before taking legal action.

    Regulation 3(1)(e) (new tab)
  • Before recovery under section 41 against a parent who does not qualify for exemption, give the required decision notice and consider reasonable ways to pay other than cash. Any service arrangement must be discussed and agreed, not imposed instead of an exemption.

    Regulation 6(14) (new tab)
  • A public school may not refuse admission because a parent cannot pay or has not paid school fees.

    Schools Act 5(3)(a) (new tab)
  • Unpaid school fees may not be used to keep a learner out of classes or the school’s cultural, sporting or social activities. This includes a school trip that is part of the school programme.

Schools Act 41(7)(a), (c) (new tab)
  • A public school may not withhold a school report or transfer certificate because school fees are unpaid.

    Schools Act 41(7)(d) (new tab)
  • A parent is not liable for an exempted amount. Apply exemption deductions before recovery; exemption is calculated from the date the parent qualifies.

Schools Act 40(1), 41(3)–(4) (new tab)
  • When the Head of Department notifies the governing body of an exemption appeal, section 41 action must wait until the appeal is finalised.

    Regulation 8(3)(a)(ii) (new tab)
  • Legal recovery requires the section 41 conditions. Its failure-to-apply-for-exemption route requires proof of written notice delivered by hand or registered post, followed by three months without payment. An ordinary reminder or email copy does not prove these conditions are met.

    Schools Act 41(4)–(5) (new tab)
  • Declared no-fee schools ordinarily may not charge compulsory school fees. This tool always stops for no-fee schools and does not handle the narrow statutory funding-shortfall exception; ask the provincial department about any claimed exception.

How it works

Choose a reminder, check the account and exemption record, then print the letter or copy its text into your email. No email is sent by this tool. Make another letter clears the family details. Reloading restores only the saved school details; bank instructions and parent details are not restored.

The final reminder needs a completed exemption review and confirmation from your school records. It does not replace the prescribed forms, delivery proof, decisions or waiting periods under section 41. Check those with the governing body before a referral.

Questions

Can we withhold a report?

No. At a public school, unpaid school fees are not a reason to withhold a school report or transfer certificate. Section 41(7)(d) of the Schools Act protects these documents.

Can we stop a learner going on a school trip?

Not because school fees are unpaid. Section 41(7) protects participation in the public school’s programme, including cultural, sporting and social activities. This includes a trip that forms part of that programme.

When can we hand over to a debt collector?

Only after the governing body has checked the applicable legal requirements, including exemption eligibility, deductions, prescribed notices and reasonable non-cash payment options. Do not recover an exempted amount. A notified exemption appeal pauses section 41 action until it is finalised. For the failure-to-apply-for-exemption route in section 41(5), the school needs proof of written notice delivered by hand or registered post and three months without payment after that notice. This tool’s 14-day reply date is for discussion; it does not replace that notice, waiting period or the other legal steps. An email copy alone does not prove statutory delivery.

Do we have to tell parents about exemption?

Yes. Explain exemption rights and the application process, supply the form through the principal and keep the prescribed signed acknowledgement. Once fees are one month or more in arrears, investigate whether the parent qualifies before legal action. A reminder letter does not replace the prescribed exemption forms or notices.
